Public Hearing On The Law Of The Cycle Tracks In Sao Paulo

Important the mass presence of cyclists!

The Municipal law 14,266, authored by Councilman Chico Macena, rules on the cycle system of Sao Paulo. Talk about bike paths, lanes, bike racks at terminals and bus and subway stations, educational campaigns and promotion of leisure on bicycles. Also says that public buildings, industries, schools, shopping centers, condominiums, parks and other places of great influx of people must have bicycle parking places.

The law was passed in February 2007, but until today we still have difficulty to Park bicycles. The law has been simply ignored. And, not to be regulated, there is no way to monitor or enforce your compliance (unless calling for prosecutors).

The Public Hearing

Now, a new Bill from Assemblyman Chico Macena, 655/2009, aims to give new wording to 14,266 Law, making it the most comprehensive, detailed, and liable to supervision and punishment for non-compliance. Known as the ” revision of the law of the ” cycle, the PL will be discussed in a public hearing at City Hall on Wednesday, September 21, one day before the world car free day.

The hearing being convened by the Urban Policy Committee, to present the project and register the observations of the population, bikers, cicloativistas, ngos, government entities and sectors, so that the final redaction of the Bill contemplates, as much as possible the interests of society.

The presence of cyclists is very important! Besides being an opportunity to participate actively in the review of this important law, is a way to show that there is a demand to be met, that cyclists are concerned about your situation in the city, they care about the performance of the aldermen and want a fairer city and receptive to the use of the bicycle.

Proposed amendments

All the achievements guaranteed in law 14,266 remain; Equal treatment of non-motorized tricycles bicycle; Allowed by law of carriage of folding bicycles by train, subway and bus; Agreements with neighbouring municipalities in the implementation of projects of cicloviarios improvements creating Intercity bike lanes; Expansion of locations and establishments shall provide parking areas for bicycles; Creation of the City Council of Cycling Policy, consisting of the members of the current Pro-cyclist, representative associations and civil society organisations, deliberative form; Deadline for adequacy of 360 days; Warning, fine and forfeiture of Charter in cases of non-compliance with the law.

The text that will be discussed by – and will be open to receive suggestions – is available for consultation at this link. And it’s getting good! What is black is to be held, which is in red strikethrough is what will be removed and you’re in blue is the text proposed by all who have participated in the process of improving the Bill.

The text could still be amended, in accordance with the proposals made by the citizens and entities at the hearing.

We cannot lose this opportunity

Is a chance to ensure that the law will meet in practice many of the needs of cyclists. If we don’t speak out, others can do it, maybe with different intentions or with little understanding of the real needs of cyclists!
